The short answer is yes, Montenegro is generally 20 to 30% cheaper than comparable Croatia options. But 'cheaper' doesn't automatically mean great value, and it definitely doesn't mean cheap everywhere. This guide gives you the full, unvarnished picture: where Montenegro genuinely saves you money, where the tourist traps lurk, what families actually get for their budget, and, because we're GoTripAble, an honest look at accessibility too.

How much cheaper is Montenegro than Croatia?

As a rule of thumb, Montenegro sits roughly 20-30% below Croatia on most day-to-day costs-accommodation, restaurant meals, beach bars, boat trips. That gap really adds up over a fortnight for a family of four. However, Budva Old Town and the Sveti Stefan area have fully clocked that tourists will pay tourist prices. The savings reward local knowledge-eat where locals eat, stay slightly away from the most photographed postcards.

The Bay of Kotor-worth every penny

Montenegro's showstopper. A UNESCO-listed fjord-like bay ringed by dramatic mountains and dotted with medieval stone towns. Best taken in by boat or car, driving the bay road and stopping at the villages. Perast is gorgeous, relatively flat, and ideal for a long lunch and a boat trip to the island church. A word of honesty: Kotor Old Town has a serious lot of steps. The medieval streets are all steep cobbles and stone staircases-challenging or impossible for wheelchair users and pushchair users. Enjoy the exterior walls and waterfront instead.

Montenegro's beaches-best options for families

  • Budva: Main resort, sandy beach, good range of restaurants. Gets very busy in July/August. Stari Grad is gorgeous but cobbled and stepped.
  • Sveti Stefan: Iconic island-now a luxury hotel, but the nearby public beach is genuinely beautiful and free to visit.
  • Ulcinj: Southern gem. Longest sandy beach on the eastern Adriatic-12km. Much less touristy, more affordable, laid-back feel. Excellent for families wanting space and value.
  • Ada Bojana: River island, very flat, naturist/family-welcome, extremely relaxed. One of the better terrain options in Montenegro for mobility-conscious travellers.

What Croatia has that Montenegro doesn't

Island-hopping between the Dalmatian islands (Hvar, Brač, Korčula, Vis)-Montenegro can't replicate this. Croatia's tourism infrastructure is more developed with more consistent accessibility in popular areas. Dubrovnik-if it's on the bucket list, Montenegro won't scratch that itch (though flying into Dubrovnik and driving south into Montenegro is a very viable combined route).

Getting to Montenegro-flights and routes

Tivat Airport: Main gateway for the coast, right on the Bay of Kotor, ~20 minutes from Kotor, ~30 minutes from Budva. Direct summer flights from UK with easyJet, Jet2, TUI-check current availability. Fly Dubrovnik, drive to Montenegro: Popular option (~2-2.5hr drive south). Lets you combine both destinations.

Accessibility in Montenegro-honest verdict

  • Kotor Old Town: Largely inaccessible for wheelchair users-steep cobbles and steps throughout.
  • Budva beach area: More manageable-flat sections on the main beach strip.
  • Ulcinj / Velika Plaža: Flat sandy beach-one of the better accessibility options in Montenegro.
  • Ada Bojana: Very flat terrain-a reasonable choice for mobility-conscious travellers.
  • Bay of Kotor by boat: Brilliant way to see the best scenery without tackling cobbled towns on foot.

Montenegro requires more careful advance planning for accessibility than somewhere like the Algarve or Lanzarote. It's doable with the right research-but go in clear-eyed.

Heat-what to expect in summer

July and August: 32-35°C on the coast. Sea breeze helps. Late June or early September is the sweet spot for families: sea still warm, crowds thin, prices lower, more manageable heat.

Tips for a Montenegro family holiday

  • Hire a car for flexibility, especially for the Bay of Kotor-allow more time than Google Maps suggests on mountain roads
  • Consider Ulcinj over Budva for better value and more space
  • Book early for peak season accommodation-best places fill fast
  • Combine with Dubrovnik for the best of both
