There's a gap between 'family-friendly city break' and 'actually manageable with a pram.' This guide addresses that gap.

There's a gap between 'family-friendly city break' and 'actually manageable with a pram'; if you've ever lugged a buggy over Lisbon's cobblestones at 30°C with a screaming toddler, you'll know what I mean.

This guide is for parents who want practical information, not just pretty pictures of piazzas. You want to know: can I actually push a pram around this city without having a breakdown? Are the streets smooth enough? Is the Metro step-free? Are there loos with changing facilities? We've got you covered.

What makes a city pram-friendly?

Before we get to the rankings, here's what we mean when we say a city is good for buggies:

  • Flat or gently undulating terrain-hills are manageable; steep cobbled ascents are not.
  • Smooth pavements-cobblestones are beautiful but difficult for a buggy.
  • Step-free public transport-lifts are essential, not just escalators.
  • Space-wide pavements, parks, and pedestrianised areas.
  • Accessible toilets with baby changing
  • Café and restaurant culture that welcomes families

The best pram-friendly city breaks in Europe

Amsterdam-the best choice for buggies

Amsterdam consistently ranks among the most pram-friendly cities in Europe, and it deserves this reputation. The city is very flat (being largely below sea level helps), the pavements are wide and smooth in most areas, and the cycling culture encourages slow, careful movement at low levels.

The trams have step-free boarding at many stops, though not all. The Metro is fully accessible. Vondelpark is large, flat, and ideal for children. The one note of caution is that canal towpaths can be uneven in places, and some of the narrower Jordaan streets have raised kerbs. Overall, Amsterdam is excellent for buggies.

Best areas: Jordaan, Museum Quarter, Vondelpark, De Pijp
Transport: Metro fully accessible; trams improving; GVB app shows accessibility

Copenhagen-flat, calm, and family-friendly

Copenhagen is often called the world's most liveable city, and for families with buggies, it lives up to this reputation. Almost entirely flat, with excellent step-free Metro and bus access, wide cycle paths (which double as pram routes), and a culture of welcoming children in restaurants and cafés.

Tivoli Gardens is completely accessible and great for young children. The Copenhagen Metro-including the newer Cityringen circle line-is fully step-free throughout. Nørrebro and Frederiksberg are spacious and calm. Even Nyhavn, the famous colourful waterfront, is relatively flat and manageable.

Best areas: Nørrebro, Frederiksberg, Islands Brygge waterfront
Transport: Metro fully step-free; excellent bus network

Valencia-flat streets and a great park

Valencia doesn't always make the lists, but it should. The city is very flat, the climate is pleasant (hot in summer but with good shade in the parks), and the Turia Garden-a 9km linear park built in a former river bed-is one of the best places in Europe to walk with a buggy. It's flat, shaded, has play areas every few hundred metres, and runs right through the city.

Valencia's city centre features wide, modern pavements. The historic old town has some cobbled areas, but they're generally manageable. The Metro and tram system have good accessibility.

Best areas: Turia Garden, Ruzafa, City of Arts and Sciences
Transport: Metro and tram with good step-free access

Rotterdam-modern and very buggy-friendly

Rotterdam was bombed flat in WWII and rebuilt, which means it has wide, modern streets and accessible architecture, lacking the medieval cobblestone charm that makes many European cities difficult for prams. It's not the most romantic city break, but it is genuinely excellent for families with young children.

The harbour area, the Markthal, and the Cube Houses are all easy to navigate. The Metro is step-free. Rotterdam also has great museums, including the Natural History Museum and Museum Boijmans (reopening 2026), both suitable for children.

Barcelona-practical but with caveats

Barcelona is a mixed choice for buggies. The Eixample district-the grid-pattern area around Passeig de Gràcia-is excellent with wide pavements, flat streets, and an accessible Metro. The seafront and Barceloneta beach are manageable. Montjuïc has cable cars and is accessible with assistance.

Challenges arise in the Gothic Quarter (Barri Gòtic) and El Born, where narrow medieval lanes, cobblestones, and steps can be difficult with a buggy. The Metro has lifts at most, but not all, stations-always check before you travel.

In July and August, Barcelona can be extremely hot and busy, adding to the challenges for families with young children.

Berlin-spacious and accommodating

Berlin is a great city for families with buggies as it's largely flat, and the U-Bahn and S-Bahn have lifts at major stations (though not all). The city has a relaxed, family-friendly culture. Prenzlauer Berg is particularly known for its café culture and young family demographic. Tiergarten park is large and flat, and the Berlin Zoo is excellent and very accessible.

Cities to think carefully about before you go

Here are some popular city breaks that are significantly harder with a buggy than they might appear:

  • Lisbon-one of the hilliest capitals in Europe, with cobblestones throughout. Beautiful but genuinely difficult with a buggy. The Alfama district has steps and steep lanes. The trams are not accessible for buggies.
  • Porto-similar to Lisbon. The Ribeira waterfront is manageable, but most of the city involves significant hills and cobblestones.
  • Dubrovnik-the walled old city is almost entirely pedestrianised and cobbled, with steps throughout. Very difficult for buggies.
  • Rome-the historic centre has extensive cobblestones, chaotic traffic, and limited accessible transport. Possible with a buggy but exhausting.
  • Bruges-beautiful but heavily cobbled throughout. Charming to look at, hard to push around with a pram.
  • Prague-the historic centre has significant cobblestones and hills. Some parts of the city are good; the Old Town is not.

Tips for any European city break with a buggy

  • Take a lightweight, compact buggy instead of a heavy travel system; it will be easier on public transport.
  • Check Metro accessibility before you travel, not on the day.
  • Book accommodation on a flat floor with confirmed lift access.
  • An all-terrain buggy handles cobblestones better than a standard pushchair.
  • Travel in May, June, or September instead of July-August to avoid the worst of the heat and crowds.
  • Allow more time than you think you'll need; everything takes longer with young children.
